Chief Executive Officer
Mark Clough is the Chief Executive Officer of the Fiji Development Bank. He is responsible for leading the Bank in its new strategic direction of positioning it as one that drives innovative and inclusive development and climate financing solutions for all Fijians.
Mr. Clough is an investment and financial services professional, with over 30 years of experience as an advisor to governments, and senior executive of large international institutions on primarily social infrastructure, real estate development and investment, and renewable energy transactions.
Within these sectors, Mr. Clough has continually focused on the marriage of strategy, innovation, funding and social outcomes.
His non-executive roles have also included Board positions for schools, community housing, disability services and child welfare organizations.
Mr. Clough is an experienced industry practitioner in corporate, structured and project financing, and has held leadership roles at Baulderstone/Lend Lease, ANZ Investment Bank, Challenger Financial Group as well as his own consulting firm.
He holds a degree in Mathematics and Statistics, as well as post-graduate finance, actuarial and governance qualifications and professional memberships.
He was appointed on 20 November 2017.
Mr. Nafitalai Cakacaka
General Manager Business Risk Services
Nafitalai Cakacaka is the Fiji Development Bank’s General Manager Business Risk Services. He is also the key liaison personnel with the Green Climate Fund Secretariat for Fiji’s accreditation through the FDB.
Nafitalai has over thirty years of experience in development banking and strategic risk management. He is involved in various capacities in stakeholder engagements, promoting sustainable development of projects in Fiji’s rural agro-based sectors, as well as infrastructure, clean energy and small and medium enterprises.
He has been instrumental in incorporating the principles of financial inclusion and literacy in important policy and development agenda at the Bank and at the national level.
He is a Member of Fiji’s National Financial Inclusion Task force and serves as Chairman of the Inclusive Products & Services Working Group. He is also a member of the Fiji Institute of Bankers.
Nafitalai holds a Bachelor of Arts in Business Management from the University of the South Pacific and a Certificate Masters-level in Banking from the Pacific Bankers Management Institute, Pacific Coast Banking School, USA.
Mr. Tevita Madigibuli
General Manager Relationship & Sales
Tevita Madigibuli is the Fiji Development Bank’s General Manager Relationship and Sales. He leads the Bank’s nine divisional and three sub-branches’ Relationship and Sales teams across Fiji.
Tevita has over thirty years of experience in development banking, predominantly focusing on relationship and sales with clienteles.
Building sustainable growth and acquisition of a reputable customer base in a crowded and competitive market has been Tevita’s core focus.
He has been instrumental in empowering his team to make informed decisions leading to the increase in the Bank’s loan portfolio over the years, collectively with the Business Risk Services, Talent and Organizational Development and Finance and Administration teams.
Before been appointed to the GM Relationship and Sales role, Tevita served in various managerial positions within the Bank, since joining in 1982.
He is an Associate Member of NZIML (Institute of Managers and Leaders) and a Member of Fiji Institute of Bankers.
Tevita holds a Master of Business Administration from the University of the South Pacific and a Bachelor of Arts Degree in Business Studies.
He also has a Diploma in Tropical Agriculture, with agriculture being the one of the focus sectors of the Bank’s lending functionality.
Mr. Saiyad Hussain
General Manager Finance & Administration
Mr. Hussain is a Chartered Accountant by profession and previously held the position of Manager Finance with FDB. He holds a Postgraduate Diploma in Financial Management, a Bachelor of Arts in Accounting and Financial Management and a Diploma in Economics from the University of the South Pacific (Fiji).
Ms. Mere Aisake Asi
General Manager Talent & Organisational Development
Mere is the first woman to be appointed to an Executive Management role at the Bank in its fiftieth year of operations.
She has over twenty years of local, regional and international experience in the financial sector having delivered projects of international standard on talent and leadership development changes to enhance our business strategies and performance.
Mere joined the Bank on 3rd July 2017, appointed to this new position designed to strengthen service delivery by managing dynamic and empowering teams, guiding career development, coaching, and innovating leadership developments. Generally, to lead the human resources function to ensure that the business has the people and organizational capabilities to succeed in all manners of business and commerce.
Mere was formally the Manager Policies & Product at the HFC Bank prior to joining the Fiji Development Bank. She was also the Sales & Marketing Manager at Computer Services Limited (CSL) Samoa, Administration & Finance Manager at the Scientific Research Organisation of Samoa (SROS) and NZAID Development Program Coordinator Samoa, prior to which she held various leadership roles with ANZ Bank in Fiji, Samoa, Tonga and at the ANZ Pacific Head Office in Melbourne, Australia.
She holds a Master of Business Administration from the Central Queensland University and Post Graduate Diploma and Certificate in Management. Mere’s Bachelor of Arts Degree is in Business Studies from the University of the South Pacific.
